Duties

Duty 1: Provides expertise for executing Intelligence, Surveillance, and Reconnaissance (ISR), geospatial intelligence, and intelligence production for combat mission planning and execution. Duty 2: Plans, organizes, and oversees the activities of the ISR Flight Duty 3: Serves as an AFRC ISR expert, interfacing with AFRC and AF Operations Centers, to maintain command/control/oversight and tasking of Air Force Reserve Forces within the ISR Group as well as Regular Air Force (RegAF) ISR units, missions, and operations. Duty 4: Responsible to the Flight Commander for managing, ensuring that work complies with legal and regulatory requirements and meets customer needs Duty 5: Implements crew and ground training requirements

  • The incumbent must be eligible for Top Secret/Sensitive Compartmented Information (SCI) Access

  • This posn is subject to provisions of the DoD Priority Placement Program
  • This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing.
  • This is an Air Reserve Technician (ART) Enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent’s regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties,
  • generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).
  • This is an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units.

  • As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.
  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. *** Salary ranges include local market supplements *** SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of principles, concepts, and methods of a professional or administrative occupation with skill gained through job experience to permit independent performance of recurring tasks. Tasks include operational experience in at least two of the below intelligence disciplines/operations-HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, Acquisition Intelligence, Targeting, collection management, analytical production management, and dissemination. Knowledge of world-wide ISR requirements and associated processes to support Combatant Commands and Theater Air Force Component Commands and understanding of ISR concepts, capabilities, and operations. Knowledge of ISR plans and policies and the ability to formulate operational plans and policies pertaining to ISR operations and unit operational activities and advanced management and organizational principles and practices and major issues, program goals, missions, functions, administrative operations of the ISR Group, 10 AF and HQ AFRC. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and present briefing that are well-written, and plan and organize workload effectvely. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Must be fully qualified and experienced intelligence specialist, preferably having operational experience in at least two of the below intelligence disciplines/operations-HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, Acquisition Intelligence, Targeting, collection management, analytical production management, and dissemination. Experience desired in ISR operations, and TCPED of national, Global Hawk, U2 and Predator/Reaper Platforms, as one of the two ISR operational areas. Knowledge of world-wide ISR requirements and associated processes to support Combatant Commands and Theater Air Force Component Commands and understanding of ISR concepts, capabilities, and operations. Knowledge must also include laws, regulations, policies, and precedents which affect Group ISR operational programs and related support resources Ability to integrate Air Force Reserve and RegAF Forces into ISR operational and maintenance missions while ensuring command/control oversight and tasking authorities are properly executed Knowledge of ISR plans and policies and the ability to formulate operational plans and policies pertaining to ISR operations and unit operational activities Knowledge of advanced management and organizational principles and practices and major issues, program goals, missions, functions, administrative operations of the ISR Group, 10 AF and HQ AFRC. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (to include civilian and military) Ability to plan and organize workload and activities, manage multiple taskings, and communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
