The primary purpose of this position is to serve as Offensive Cyber Branch Requirements Analyst, in the IWSD, for the Directorate of Plans, Programs and Requirements at HQ Air Combat Command (ACC).

Duties
DUTY 1 - As Offensive Cyber Requirements Manager, applies DoD experience to analyze, develop, and evaluate detailed plans, goals, and objectives for implementation of assigned major command weapon systems program(s), and plans, organizes, and actively participates in strategic planning processes to improve organizational goals.
DUTY 2 - Provides guidance, oversight, and advanced analytic support to the Organize/Train/Equip tasks for assigned Air Force programs, weapons systems, and processes.
DUTY 3 - Represents HQ ACC to a variety of installation and functional area organizations.
DUTY 4 - Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

- Hands-on experience developing JCIDS documents, and participating in the SPPBE process for weapon system development and acquisition is highly desirable.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of principles, concepts, and methods of a professional or administrative occupation with skill gained through job experience to permit independent performance of recurring tasks. Tasks include knowledge of AF doctrine and weapon systems. Knowledge of the cyberspace mission area and associated weapon systems capabilities and architectures. Knowledge of the Strategy, Planning, Programming, Budgeting and Execution System (SPPBE) and the Joint Capabilities Integration Development System (JCIDS). Knowledge of AF and DoD organizations that are focused on weapon system development and sustainment, and the AF Program Objective Memorandum (AF POM) process. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Joint Capability Integration Development Systems (JCIDS), and knowledge of the Strategy, Planning, Programming, Budgeting, and Execution process for weapon system development and acquisition.
2. Knowledge of cyberspace weapon systems, cyber mission forces, cyber concept of operations and joint doctrine, and cyber mission threats to AF weapon systems.
3. Knowledge of the AGILE development process, and the capability development process
4. Skill in analyzing acquisition program budgets and schedules, developing recommendations on how to most effectively and efficiently use limited resources.
5. Skill in communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and deliver General Officer (executive) level information and decision briefs.
6. High degree of skill in establishing and maintaining effective relationships, building consensus and coalitions, and resolving conflicts with a variety of individuals and organizations.
