About the Position: Serves as the Chief, Doctrine Literature Division (DLD) which consists of three branches, the Army Doctrine Branch, Joint & Multi-national and Doctrine Branch, and Medical Training Publications Branch for the US Army Medical Center of Excellence (MEDCoE), located at Fort Sam Houston, Texas.
Duties
Directs the Operational Medicine support of Doctrinal and Training Literature Program to include multi-Service, joint and multinational doctrine development through all stages ensuring information contained in the system is accurate and objectives.
Establishes the requirement for new and/or revised doctrine and training publications development and prioritizing those requirements for the Army Medicine.
Ensures the development of Operational Medicine field manuals, Army techniques publications, special texts, training manuals, training circulars, Soldier training publications, and Soldier manual of common tasks are integrated.
Works closely with others to resolve problems, coordinate activities, or gain acceptance of MEDCoE doctrine and training products and development procedures.
Revising, restructuring, and readjusting immediate and long-range goals, objectives, plans, and schedules to meet substantial changes in policy, higher level doctrine publications, change in threats, and change in operational environment.
Understands the Capability Development process and the integration of the DOTMLPF-P domains; integrates revisions of doctrine in support of the modernization efforts throughout Army Medicine.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Specialized and Other Experience: One year of specialized experience which includes developing, analyzing, organizing, planning, coordinating, and producing medical operational doctrine and doctrine related materials. Experience developing, staffing, producing, and managing doctrine products (to include Army, multiservice, joint, and multinational) and training publications products. Focusing work efforts on strategic operations, operational planning requirements, and medical operations as it relates to the range of military operations, and the warfighting functions. Reviewing policies for consideration, thoroughness of analysis, accuracy of documentation, effectiveness of presentation and objective achievement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
