Duties
Serves as “System Manager” with responsibility for directing and coordinating functional and technical staff developing, deploying, operating, and maintaining DFAS automated fund distribution/accounting systems.
Provides leadership and works with supervisors and systems’ customers, doing all possible to provide for their system related needs and requests consistent with applicable laws, regulations, and authoritative guidance.
Ensures systems are evaluated using all quantitative data, financial and non-financial, used within DoD for planning and controlling the life cycle system acquisition documentation.
Requests adjustments to milestone approval dates as needed and assists the Project Officer in ensuring LCM documentation is complete.
Reviews and suggests improvement on applicable laws, regulations, and operational processes, applying initiative, energy, and ingenuity in the resolution of related problems.
Develops plans and milestones to complete automated fund distribution and accounting systems projects.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: supporting development, deployment, operation, and maintenance to include managing System Change Requests (SCR), Life Cycle Management (LCM) requirements, Information & Technology (I&T) budgeting, Audit Readiness requirements, and Enterprise Resource Planning (ERP) support.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
