The primary purpose of this position is to serve as the Enterprise Asset and Configuration Manager defining change management requirements, policies, approval authorities, priority schema, and classifications.

Duties

Incumbent is responsible for maintaining accurate configuration information on the historical, current and future state of SIE services and infrastructure. Responsible for Enterprise asset management with oversight in the administration, development, delivery and support of information technology (IT) systems and services. As a senior IT specialist, participates in management discussions, meetings, committees, or special projects. Serves as a Quality Assurance Evaluator (QAE) for the current SOF Information Technology contract.

  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position has been classified as Special Sensitive, therefore incumbent is required to obtain and maintain a Top Secret clearance with access to Special Compartmented Information (SCI).
  • Required to perform TDY's of varying duration to other military installations. Travel in and out of CONUS to include operational foreign countries in support of C4 requirements analysis and program management.
  • Recall to duty and overtime may be a requirement of this position.
  • Employee must attend, successfully complete, and maintain Information Technology Infrastructure Library (ITIL) qualifications and currencies within six months of being hired.
  • This position is designated as a Test Designated Position (TDP) under the AF Civilian Drug Testing Program. Incumbent is to refrain from the use of illegal drugs and if required, submit to urinalysis testing.
  • (cont'd).. Selectee must sign a statement acknowledging the position occupied as a TDP.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • (cont'd).. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Applying advanced information technology policy and planning principles, concepts, methods, standards, etc., sufficient to provide expert technical advice, guidance, and recommendations to Command-wide management and IT specialists on critical IT issues; Integrating IT programs and services; and develop solutions to integration/interoperability issues, manage assigned projects, and communicate complex technical requirements to non-technical personnel; Involvement with C2 capabilities infrastructure, functions, work processes/programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to establish goals and assess progress towards their achievement; develop concrete action plans to solve problems; to adjust work objectives to meet changing programs, and to negotiate effectively with management to implement recommendations. Knowledge of the policies, processes and procedures used by DoD and USSOCOM for operational support, strategic planning, programming and budgeting, and acquisition management and how they apply to planning and programming of information technology and telecommunications systems. Knowledge of complex configuration management techniques, and requirements appropriate to managing Command level network systems. Knowledge of the operational and performance characteristics of information technology and telecommunications systems and the USSOCOM SIE sufficient to develop requirements, procedures, policies, and practices for SOF use. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
