This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position provides technical and functional support, for budget programs assigned to the team. Provides budgetary services to customers through all phases of programming and budgeting processes. Interprets, formulates, disseminates and implements program and budget guidance.

Duties

Provides budgetary services to customers through all phases of programming and budgeting processes. Develops and recommends program and funding adjustments that ensure accomplishment of strategic, functional and performance plan objectives. Processes detailed financial management documentation through a variety of functional systems including budget, manpower, supply, contracting and finance and accounting systems. Provides technical and functional support for the Organization Manpower and Management Program. Responsible for oversight and resolution of managing prior year unliquidated obligations (ULOs) and maintain audit readiness by performing Tri-Annual Joint Reviews along with monthly review of open items identified below the audit threshold. Review traveler documents in the Defense Travel System (DTS) in accordance with the Joint Travel Regulations (JTR), grant access to the DTS system and ensure training records are up to date.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel may be required up to 10% of the time.
  • Position is subject to a Two-Year Probationary Period, if not already completed.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • For GS-07, Level 1 Certification must be obtained during allotted time frame after occupying the position. For GS-09 or GS-11, Level 2 Certification must be obtained during allotted time frame after occupying position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-07 Level Specialized Experience: One year of specialized experience which includes 1) Using automated financial systems; 2) Compiling financial data for review; 3) Assisting with preparation of financial reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, accounting, business or finance. (Note: You must attach a copy of your transcripts.) OR Successfully completed all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts of the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.aschsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Have the specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR Have the experience described in A AND the education described in B or C. (Note: You must attach a copy of your transcripts.) GS-09 Level: Specialized Experience: One year of specialized experience which includes; 1) Utilizing financial systems to reconcile financial or budgetary data; 2) Reviewing financial data for accuracy and/or financial management compliance; 3) Assisting with cost-benefit analysis of programs and/or manpower. This definition of specialized experience is typical of work performed at the nest lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, budgeting/finance. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR Have the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.) GS-11 Level: Specialized Experience: One year of specialized experience which includes 1) Assisting with drafting and/or formulating budgets or task plans; 2) Conduct cost-benefit analysis of programs and/or manpower; and 3) Recommending solutions for financial plan objectives or discrepancies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business or finance. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
