You will serve as a MANAGEMENT ANALYST in the Civilian Manpower Branch of MARINE CORPS BASE QUANTICO.

Duties
You will be responsible for providing guidance and instruction to senior managers, supervisors and administrative liaisons concerning civilian manpower.
You will collect and compile data from divisions on manpower structure solutions and develops/submits/tracks TOECRs initiated for Staff Divisions
You will maintain the Civilian Manpower database, or other database programs used to account for all positions, vacancies, employees, funding data, and tracking.
You will document and review personnel and organization changes, implement manpower reporting procedures, and conduct surveys and analysis of manpower utilization.
You will monitor and track the status of Request for Personnel Actions from the beginning to completion of the standard and non-standard actions.
You will monitor the status of actions and update electronic records accordingly on a daily basis.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-7
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying efficiencies to problem areas impacting Manpower Operations; Interpreting and applying policies that impact manning and performing analytical work in administering Manpower Programs.
GS-5
Your resume must demonstrate three years of general experience and at least one year of experience at or equivalent to the GS-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Working with data using administrative programs (ex Microsoft excel/access) and using excellent verbal and written communication.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

1 full year of graduate level education
or
superior academic achievement
GS-5
4-year course of study leading to a bachelor's degree.
