Duties

As a PROGRAM ANALYST you will be responsible for the following duties:

• Work Schedule: Full Time
• Overtime: Occasionally
• Tour of Duty: Flexible
• PCS (Permanent Change of Station): May be authorized.
• Fair Labor Standards Act (FLSA): Exempt
• Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
• If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
• The duties of this position may require temporary duty travel (TDY) and/or local travel.
• This position requires Acquisition Workforce Practitioner/ Certification in Program Management, it is not essential prior to hiring, but must be accomplished within 60 months after entry into this or an Acquisition designated position.
• PMI Project Management Professional (PMP) certification is preferred.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Researching, organizing, conducting, and managing complex projects, interpreting business requirements, testing and training of developed information technology products, policy interpretation; data gathering and analytical techniques; and planning strategies used to implement projects and programs. Specifically you will be evaluated on the following competencies: 1. Program Management - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities. 2. Program Planning, Review and Evaluation -Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. 3. Process Management - Develops and monitors processes and organizes resources to achieve desired results. 4. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 5. Self Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
