The primary purpose of this position is: To serve as a senior Information Technology Specialist for managing advanced networked Command/Control mission systems. Planning, analysis, feasibility, acquisition, design/development, implementation, quality assurance, configuration, installation, integration, testing, operational integrity, of a wide range of IT assets.

Duties

Manages Battle Management Command and Control (BMC2) systems, designs and monitors new complex network systems, configures, installs, operates, and maintains network hardware/software, and maintains operational equipment. Performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems. Keeps abreast of emerging technology to predict future network needs. Participates in management discussions, meetings, committees, or special projects.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems which is defined as developing and maintaining local procedures for C2 and Cyber networks, system operations, and product assembly and installation; prepares recommendations, justifications, and specifications for future BMC2 systems. Provide ongoing support to the resolution of complex problems and operating malfunctions involving various hardware components and network operating software failures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of C2 network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support operational requirements. 2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a good understanding of contracting procedures and legal requirements. 3. In-depth knowledge of IT applications software concepts, principles, methods and practices; to include advanced routing and switching, Virtual Machines (VM) implementation and management, automated backup procedures, system administration, Information Assurance, and Continuity of Operations practices. 4. Knowledge of complex configuration management techniques, network operating and maintenance concepts and methods to troubleshoot network problems and requirements appropriate to managing enterprise level network systems. 5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. 6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. WORK ENVIRONMENT: Work is performed in a typical office setting with adequate lighting, heating, and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
