You will serve as a Facility Operations Specialist in the Public Works Department Bethesda within NAVAL FAC ENGINEERING CMD WASH. This is a developmental position with a full performance level of GS-12. Applications will be accepted at both the GS-11 and GS-12 grade levels.

Duties

You will develop requirements for facilities maintenance, replacement, or construction projects. You will review work requests and project requests to determine technical feasibility and priority. You will review funding requests for facilities work to manage a budget line for an organization. You will determine funding requirements for facilities programs or projects. You will collaborate with supervisors or project managers to establish facilities work priorities.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • Incumbent must be able to work overtime as required and call-back and emergency overtime are regular requirements of this position.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Making visits to Supported Command sites to determine the actual nature of work requests and entering any clarifications into Maximo (or CMMS equivalent); 2) Meeting with representatives of the shops and contracting office to review work in progress in their areas and identifying issues and concerns associated with the projects; 3) Reviewing and validating the Condition Index (Cl) calculated by BUILDER and initiating inspections, as required, to update CI to reflect actual conditions; 5) Ensuring that MAXIMO (or CMMS equivalent) reflects an accurate CIMU/BOTH and Real Property Installed Equipment (RPIE) inventory for assigned buildings; 6) Managing and validating deficiency data from Facility Condition Assessments and recommending projects. For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Participating in project turnover to ensure the equipment inventory is accurately updated for incorporation into Maximo (or CMMS equivalent) at the completion of work; 2) Ensuring proper execution of the Infrastructure Condition Assessment Program (ICAP) and initiating inspections, as required, to update CI to reflect actual conditions; 3) Screening, classifying, and submitting requests for projects for facilities within the AOR; 4) Assisting and briefing Supported Commands on the Regional Engineer/ Public Works Department organizations and explaining the process for requesting work, funding jobs, and related policies; 5) Being actively aware of the status of all work occurring in their facilities and following through on any items not being completed in a timely manner; and 6) Monitoring the emergency/service, recurring, minor/specific project, and contract expedites in assigned Supported Command's facilities and identifying when additional funds are required. Education

If applying at the GS-11 level, the following educational attainment may be substituted for specialized experience:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
L.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
