Duties
You will serve as the senior Asbestos technical expert for the region.
You will prepare inspection reports and out briefs, and present out briefs to PWDs and supported commands.
You will verify existing conditions of the project site by reviewing the existing as-built drawings, and conducting site visits.
You will collect and manage records of asbestos testing, surveys, and mitigation projects throughout the region, maintaining a central document library.
You will review regional asbestos policies and practices for compliance with Federal, State, and local regulations, as well as Navy policy.
You will prepars cost estimates for contracts and task orders for asbestos mitigation.
You will ensure all redesigned and replaced Real Property Installed Equipment (RPIE) and that all associated Component Inventory Management Units (CIMU) are updated and accurately reflected in Maximo.
Requirements

- You will be required to obtain and maintain the following federal level asbestos accreditations: Inspector, Management Planner, Contractor/Supervisor, and Project Designer.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current valid United States driver?s license.
Qualifications
GS-12:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, designing, and reviewing asbestos response actions and abatement activities including evaluation and selection of potential controls; 2) Organizing and keeping records effectively, as well as data collection, mining and analysis as it pertains to regulatory compliance, real property, facilities maintenance work execution, project management, costs and risks/liabilities; 3) Conducting and Evaluating asbestos building profiles, including surveys and physical
assessments of asbestos materials, in order to complete hazard assessment of asbestos materials and identify or decide on subsequent actions using agency priorities, budgets and other resources in decision making; and 4) Providing effective hazard communication and awareness level training to various personnel groups.
GS-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating knowledge of bulk material and air sampling, assessment, impacts, risks and controls; 2) Monitoring and researching regulatory and industry practice developments; 3) Identifying the facilities management processes affected or impacted in order to determine regulatory applicability of various personnel groups, operations, and resources; and 4) Meeting requirements of environmental compliance management practices to avoid or correct legal implications of non-compliance.

Ph.D. or equivalent doctoral degree
