The Transportation Assistant position will report to the Assistant Fiscal Officer (AFO). The incumbent serves as a member of the Facility Fiscal Service staff in VISN 7 and has responsibility for all aspects of domestic and foreign Temporary Duty (TDY) Travel to include Local Travel, Donated Travel, Detail Travel, and Limited Open Travel Authorization (LOTA) Travel. Customers of the Travel Program include but are not limited to VISN 7 Veterans Affairs Health Care Systems and VISN staff.

Duties

Major Duties include, but are not limited to: Serve as Electronic Travel System (ETS) System Administrator and manage a variety of day-to-day activities related to the oversight and coordination of the employee travel program. Serve as Agency Organization Program Coordinator (A/OPC) for assigned station's travel card program. Serve as the point of contact and Subject Matter Expert (SME) for a wide range of travel related matters and VA Financial Policies and Procedures. Responsible for monthly reconciliation of their Centrally Billed Account (CBA) in accordance with regulations. Prepare monthly reports for AFO and PENTAD leadership on past due transactions on a 30, 60, 90 days past due transactions and is able to brief in executive meetings on these situations. Coordinates travel plans involving a combination of domestic and foreign travel with the contract travel service office and other appropriate offices. Arranges airfare, hotel and rental car reservations when applicable; determines general travel and per diem costs, and actual subsistence expenses. Responsible for performing audits on all expense reports and maintaining accurate record keeping of such audits. Utilizes the Financial Management System (FMS) to review daily reports for verification that travel obligations and/or payments have been accurately processed, as well as monitor travel advances to ensure timely processing and issuance to traveler. Conduct employee travel training at respective medical center and assist team members with other scheduled training sessions. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Equal and balanced distribution of daily work assignments to staff; Provides clarification and education on VTS regulatory issues that may arise by medical staff and remains current with all transportation and VTS policies, procedures and directives; Ensures scheduling of Veterans daily trips, eligibility, completed work assignments are done properly and meets deadlines; Utilizes Veterans health Information System & Technology Architecture (VISTA), CPRS, SharePoint, Microsoft Office Programs. You will be rated on the following Competencies for this position:Compliance, Customer Service (Clerical/Technical), and Transportation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires no special physical demands, but will require some physical effort such as standing, walking, bending, or sitting.
