This position serves as a transportation assistant for the Health Administration Service of the Atlanta VA Healthcare System (AVAHCS) and arranges transportation for or performs other actions in connection with the movement of passengers by government or commercial means traveling to and from VA facilities and other places for the purpose of examination, treatment or care.

Duties

Major duties for this position may include (but are not limited to): Assist with correctly determining eligibility and the processing of requests. Review, determination and use of fund control point information, obligating funds, maintaining manual and electronic accounting records, performing regular reconciliations and adjusting account balances. Produce a variety of documents, and utilize database and spreadsheet software to enter, revise, sort/calculate, and retrieve data for standard reports. Use graphics software to provide graphic symbols, charts, and graphs for viewgraphs. Assists with the processing of documents involving many different styles of headings and arrangements of material within the text. Contacts approving official to authorize obligations and requests for additions, deductions, and/or movement of funds and corresponds with fiscal service upon any clarification of posting on control points. Determines method of payment for authorized and unauthorized ambulance claims. Receives invoices for payment of transportation services. Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System (CPRS) to review medical records. Submits all documents for a payment utilizing appropriate control point reference. Acts as a liaison between veterans and Fiscal Service for pending mileage reimbursement payment(s). Responsible for explaining regulatory guidelines to beneficiaries for submitting any unauthorized ambulance claims to the VA Medical Center for consideration of payment. Corresponds with Contracting Officer's Representatives (COR) regarding technical problems or negotiation of contractual agreement. Prepares reports to determine annual, local mobility usage. Documents and prepares statistical reports for ambulance usage to supervisor for fiscal year budget. Arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or independent transports. Corresponds with physicians, travelers, and vendors to determine the most dependable and economical mode of transportation. Prepares appropriate documentation and/or scheduling for traveler according to government rates. Makes special arrangements per physician documentation according to traveler's medical condition and/or preference and secures reservations and tickets from carriers. Maintains communications with receiving facilities regarding beneficiaries return travel arrangements. Reviews requests for reimbursement of travel costs for the purpose of assuring compliance with regulations, procedures, completeness, accuracy, internal consistency, and agreement with basic authorization. Reviews utilization of clinics to ensure veteran/patient completed and checked out of appointment. Reconciles, prepares, verifies, or updates a variety of reports or documents. Perform a variety of duties in connection with the day-to-day management of assigned vehicles. Makes arrangements for vehicle use, verifies incoming invoices for payment, and calls vendors to discuss discrepancies. Prepare accident reports based on information received from customers, and provides advice to customers on the number of repair estimates needed and places to obtain estimates. Maintains records pertaining to vehicle identification tags, field assignment or termination, and maintenance or repair records for Government owned vehicles. Assist with review of tickets, itineraries, and bills involving domestic travel to ensure that information pertaining to rental cards, dates, travel periods, connections, etc., is compatible with travel authorized and that the lowest contract fare(s) was selected. Coordinates travel plans with the contract travel service office. Ensures maximum use of Government-owned/contracted transportation or US Carriers and obtains or expedites the receipt of any required documents. Provides information or answers regarding recurring questions. Screens travel documents involving relocation to determine or verify entitlement or authorization for family member travel, location, stops in route, car rental, and baggage and escort services. Performs additional duties as assigned. Work Schedule: 8:00 AM - 4:30 PM, with rotating shifts to include weekends and holidays. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2024. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience performing a full range of transportation support duties to arrange for the movement of goods and passengers. Experience investigating and resolving routine or recurring transportation documentation discrepancies and checking documents for adequacy/accuracy. Experience inputting a range of standard information or adjustments in a database, and receiving, reviewing, and providing corrective action for a variety of error reports based on database information. Experience coordinating with personnel from other services as well as personnel from outside the facility to ensure timely processing of actions and timely resolution of any processing errors. Experience producing a wide range of documents using information from automated systems, such as graphics with tables within text, editing and reformatting electronic drafts, and to update or revise existing databases or spreadsheets. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of progressively higher education above the high school level. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the high school level.
