This position serves as an Electronic Travel System (ETS) system administrator for the Atlanta VA Healthcare System, overseeing and coordinating the employee travel program. The incumbent processes all submitted travel request actions, and serves as the primary point of contact and subject matter expert on a wide range of travel-related matters.

Duties

Duties for this position include (but are not limited to): Monitors travel-related credit card transactions and ensures travelers follow guidelines and regulations for use. Researches/investigates any travel-related credit card discrepancies and recommends course of action to fix the discrepancy. Documents and reports any possible misuse/questionable travel card activity. Serves as the point of contact and subject matter expert for travelers in a permanent change of station (PCS) status. Reviews/prepares documentation for travel requests and prepares travel authorizations for approved requests. Coordinates travel arrangements with customers, ensuring any special needs/reasonable accommodations are accounted for. Processes requests for issuance of travel advances. Serves as system administrator for travel authorizations and expense reports, creating user profiles, setting up job title/workgroup and approval chains, and updating the customer's organizational profile. Assists travel customers with system access and pin/password reset. Coordinates travel plans for both domestic and foreign travel with the contract travel service office and other appropriate offices. Serves as a subject matter expert for travel customers, answering questions and providing customer service as necessary to ensure travel funding and reimbursement is successful. Arranges airfare, hotel, and rental car reservations for travelers when applicable. Determines general travel costs, per diem, and actual subsistence expenses for travelers. Reviews all expense reports by verifying or modifying (when applicable) all summary of expenses to include meals, lodging, transportation, rental car, etc. Ensures proper receipts are attached for expense verification. Performs audits on all expense reports and maintains accurate record keeping of those audits; ensures travelers make any necessary corrections that may result from those audits. Ensures travelers are compensated in a timely manner. Conducts employee travel training and assists team members with other scheduled training sessions. Reviews daily reports for verification that travel obligations and/or payments have been accurately processed. Monitors travel advances to ensure timely processing and issuance to traveler. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The ability to review and maintain up-to-date knowledge of operating procedures and regulations at the facility, organizational and national level; Receiving application packages and reviewing/cross-referencing submitted documentation with existing regulations and procedures for accuracy; Auditing submitted documentation and application packages and researching/investigating discrepancies; The ability to communicate effectively with customers and peers to coordinate outcomes with multiple service areas within the organization; The ability to coordinate the use of multiple software programs simultaneously to process workload successfully; The ability to collect data and information and report it effectively to peers and leadership. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary and will require standing, walking, bending, sitting, and filing of travel documents. There are times when files will need to be lifted and moved for storage and/or review. Work is performed in an office setting. Work is adequately lighted, heated and ventilated.
