You will serve as a Information Technology Specialist (Policy & Planning) in the digital Department Head, Engineering and Cyber Warfare Group of NAVAL AIR SYSTEMS COMMAND.

Duties

You will develop and execute a comprehensive strategy to lead NAVAIR's digital transformation efforts. You will develop an IT infrastructure that enables seamless data sharing at any security level with industry, fleet , other agencies and academia. You will establish a data-driven and integrated cyber risk assessment process. You will improve the work environment by providing the NAVAIR workforce with digital knowledge, skills abilities and tools. You will facilitate seamless collaboration between government and industry teams. You will utilize advanced analytics tools and techniques to transform data into actionable intelligence.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • MSP/PPP applicants must currently hold the required security clearance, Top Secret.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Cyberspace Workforce position, work role code (801), proficiency level (Advanced) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (NH-03) in the federal service or equivalent experience in the private or public sector performing most or all of the following: . Examples of specialized experience: 1) Supporting NAVAIR's Digital Transformation by developing and executing strategy to lead digital transformation efforts; 2) Innovating and adapting capabilities to support integrated warfighting capability (IWC) and drive the adoption of digital technologies and practices to enhance operational effectiveness and efficiency; 2) Facilitating and supporting collaboration between government and industry to drive outcomes like lowering costs, increase interoperability and improve productivity; 4) Supporting Cyber readiness to ensure safety of warfighter and NAVAIR assets through effective measures, develop and sustain cyber capabilities, navigate cyber threats and build cyber readiness.
