You will serve as a PROGRAM ANALYST in the Aircraft Carrier Program Office (PMS 312) of the Program Executive Office for Aircraft Carriers (CVN) (PEO Carriers) of PROGRAM EXECUTIVE OFFICE CARRIERS.
Duties
You will support Navy Modernization Process (NMP) and cybersecurity program with developing and reviewing Ship Change Documents through the NMP technical assessment process tied to Risk Management Framework efforts for CVN propulsion related systems.
You will lead Life Cycle Maintenance process improvement initiatives including maintenance strategies and Availability Work Package development.
You will serve as the primary liaison with the Aircraft Carrier maintenance organizations coordinating east coast CVN 68 and CVN 78 Class modernization plans.
You will remain well-informed on change requirements related to maintenance assessment, maintenance cycles, and cost-wise readiness of Aircraft maintenance, while providing continuous improvement to the Aircraft Carrier Class Maintenance Plan.
You will demonstrate expert knowledge of program management, including financial management and contracting, in conducting long range planning and execution for acquisition, in-service support and modernization programs.
You will demonstrate expert knowledge of DoD/Navy major acquisition policies, practices, and processes.
You will identify and resolve highly complex issues that cut across organizational boundaries and implement strategic plans.
You will represent the organization as the program/project expert within and outside the command in efforts to resolve different viewpoints regarding the best means of managing various phases of the program.
You will define, manage, and integrate efforts of multiple-disciplined teams that carry our diverse and complex programs.
You will lead/guide NAVSEA, field activities and Fleet commands to resolve CASREP, Departures from Specification and other technical related issues.
You will serve as a Contracting Officer Representative for In-Service Carrier requirements as needed.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing acquisition program requirements to establish program priorities, milestones and strategic goals for ship new construction and in-service program.
