Duties

This Supervisory Intelligence Operations Specialist position is located Intelligence & Analysis (I&A), FIID, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Assists the Director in setting the strategy and policy framework for the Division that enables the delivery of timely, accurate, and relevant intelligence and ensures current activities are aligned with the future strategic vision. Forecasts and manages resourcing of needs, including support to budgeting and execution, recruiting and retaining government staffing, resourcing training, travel, and TDY for government staff, and assesses performance, oversees goal setting, and provides feedback on personal and professional development. Interacts with managers to ensure compliance and collaboration with policies which aids in developing the organizational culture. Direct and oversee coordination and integration of intelligence related to transportation threats and enabling operational mitigations; and sets acquisition, analysis, and intelligence priorities on behalf of the Director in consonance with organizational priorities and direction from the TSA Key Intelligence Official. Through implementation of a unified strategy and program, lead the enterprise-wide integration of analytic strategies and activities related to field-based intelligence support. Drive the development of the division's comprehensive, sophisticated and current analysis to provide situational awareness of complex and significant national, regional and local transportation security threats and issues for senior decision makers and key components within TSA, DHS and other partner entities. Ensure the division meets all appropriate responsibilities for tradecraft to include intelligence support and related activities, as well as threat response, to include raw reporting. Lead and establish a sustained professional network with analysts, analytic managers, collection managers, policy makers, operational decision makers and other major stakeholders as necessary. Establish and foster liaison relationships with academia, the business community, and other non-government subject matter experts to ensure the TSA has a comprehensive understanding of a broad range of field-based and operational intelligence requirements and issues. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate staff. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Takes disciplinary action when necessary. Interviews and selects applicants for vacancies. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Schedules and approves leave and oversees divisional personnel management responsibilities with a focus on recruiting and building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood and assess performance and provide timely feedback, recognition and remediation. Lead and drive TSA core values, and lead through example to ensure the efficient use of personnel and funding resources while maintaining TSA's commitment to inclusion, diversity and opportunity.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as minimum one year at SV-J or GS-14 equivalent demonstrated in the resume for the following: Directing mission-essential programs to include short- and long-range programs addressing a broad range of Agency needs and interests to include coordination, briefings and intelligence information sharing with internal and external operational and other senior stakeholders, such as stakeholders at the agency, department level, and/or to congressional staff and members and national security council, or to private industry and field security partners. Experience administering and managing an intelligence program and intelligence operations to include but not limited to: intelligence watch operations and coordination with other operational stakeholders/partners, all-source analysis, analytical production planning, dissemination, and intelligence information sharing. Organize and lead key analytical tasks and functions that cut across intelligence disciplines (such as intelligence analysis, intelligence threat identification, intelligence planning and production) of an organization and mentor, motivate, and appraise the staff through subordinate supervisors to carry out associated tasks and functions. Experience managing, planning, analyzing and evaluating the effectiveness of current and future transportation, homeland or national top secret/SCI-related security functions, policies and procedures. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
