About the Position: This position is located at the Winn Army Community Hospital at Fort Stewart, GA within the Contract Management branch which is part of the Resource Management Division. Incumbent will serve as Health System Specialist assigned as a Contracting Officer's Representative (COR) for the Direct Healthcare Provider Program (DHCPP) and other assigned contracting efforts within the medical treatment facility (MTF). This is a Direct Hire Solicitation

Duties

Serves as a Health System Specialist in a Medical Treatment Facility (MTF) within the Defense Health Agency. Perform support duties of a Contracting Officer's Representative (COR) in support of the Direct Healthcare Provider Program (DHCPP) and other assigned contracting efforts for the organization. Performs contract preparation duties. Such as developing contract specifications/requirements, statements of work for specific contract requirements, expense reconciliation and cost estimates for assigned contracts. Research cost analysis for clinical provider or other contracts. Perform market surveys for contracted services by telephoning, internet searching, researching library references and/or other medical references. Maintain a listing of contractors and prepares spreadsheets and tracks the number of hours worked or services received. Assess the quality, efficiency, and timeliness of contractor performance for the medical treatment facility (MTF).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to perform approximately 5% TDY/travel.
  • This position has been designated Weather Essential. In the event of inclement weather conditions the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Required to obtain and maintain all training needed to be certified as a Contracting Officer Representative, as identified by the Contracting Officer.
  • Position must be in compliance with the Federal Acquisition Regulation (FAR), Health Care Administrators Association (HCAA) and Army Contracting Command (ACC).
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Qualifications for GS-07 Level: Specialized Experience: One year of specialized experience which includes assisting with compiling procurement packages for the department; submitting acquisition packets to authorized personnel for compliance and review; utilizing office automation software and/or healthcare systems to enter and retrieve data; identifying trends and/or patterns in the healthcare delivery processes or systems within a medical treatment facility (MTF); completing administrative duties such as filing or obtaining requested information for the department. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration or Public Administration or related fields such as Business or Public administration with course work in Health Care Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Basic Qualifications for GS-09 Level: Specialized Experience: One year of specialized experience which includes utilizing healthcare and contract management systems such as PCF, WAWF, and GFEBS to input and/or retrieve healthcare, contract or payment data information; assisting with improvement recommendations based on trends and/or patterns in the healthcare delivery processes or systems within a medical treatment facility(MTF); assisting with the development of contract specifications/requirements, expense reconciliation and/or cost estimates for contracts; assisting with the development of statements of work (SOW) and performance work statements (PWS) for contracts; performing contract surveillance for assigned contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration or Public Administration or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
