Duties

Serve as Contracting Officer's Representative (COR) for indefinite delivery and fixed price personal services contracts in support of the Winn Army Community Hospital, its outlying/support clinics and the Fort Stewart patient catchment area. Analyze and evaluate health care operations (both clinical and administrative). Analyze develop and implement surveillance programs to monitor contractor performance. Plan, schedule, and conduct analyses of current and projected health needs and services to determine their appropriate mix. Monitors contract requirements in cooperation with the Medical Treatment Facility staff element having the professional and/or technical expertise in the discipline under which the contract will be awarded. reviews pending contracts. Examines the specific terms and conditions for the contract, which applies, to the administrative and clinical services provided by the contractor. Maintains all records, correspondence and files concerning the monitoring and management of the contracts to include payment certification, inspection results, and other documentation required to implement/sustain the terms of the contract. Coordinates physician and other health care provider services to meet the needs of the medical center. Supervises other Health System Specialists, and support personnel as assigned, assigns work; establishes priorities; reviews and accepts or rejects completed work.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Up to 5% Business Travel required.
• One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
• This is an inclement weather essential position. Incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.

Specialized Experience: One year of specialized experience which includes working in a medical treatment facility analyzing and advising on health care system issues and policies; providing analysis for the quality improvement programs; identifying administrative program issues and recommending solutions; monitoring/coordinating personnel matters for an organization/department within a medical treatment facility; providing input/recommendations on budgetary matters; assisting with the assignment of work to subordinates based on priorities, difficulty of task, and/or requirements of the assignment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
