This position is located in the Management Directorate, Intake and Document Production, Planning And Resource Division. As a Planning and Resource Specialist, you will perform a wide range of administrative and analytical duties in support of the USCIS mission.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Interprets and advises on organizational priorities, providing extensive liaison services to support administrative functions for agency components. Reviews and monitors operational activities and requirements within allocated budget levels. Utilizes comprehensive understanding of human resources principles, concepts, laws, regulations, techniques, and guidelines to effectively support program requirements. Interprets policies, procedures, and practices concerning all aspects of travel; Reviews all travel requests for staff supported by operating funds. Serves as a point of contact for the timekeeping system; Resolves timekeeping and payroll issues. Serves as a Purchase Card Holder; advises on specialized areas of procurement and collecting data for budget/expenditues analysis.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/01/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/01/2024. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Assisting in studies to identify, analyze, and propose solutions for resource management challenges. Utilizing analytical techniques and statistics to assess management processes, systems, and support programs. Establishing and nurturing relationships with internal and external stakeholders. Serving as a liaison to develop and implement administrative requirements. OR You may substitute successful completion of a Ph.D. or equivalent doctoral degree or at least three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. in a field related to the work of this position. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Independently creates, develops and contributes to reports, and presentations relating to resource management, human resources, and budget. Resolving problems and providing guidance to stakeholders on logistics, budget, and human resources matters. Delivering recommendations and negotiating solutions in an environment with competing interests. Analyzing performance management or program metrics/processes to support process improvements to enhance efficiency.
