You will serve as a Program Manager in the Business Operations Office of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will advise the Director on MRTFB policy, workforce, infrastructure changes, budgets, and expenditures. You will maintain oversight of MRTFB and investment programs that have a direct impact on the total cost and performance of WD’s MRTFB test and evaluation requirements that influences test operations and strategies. You will serve as a representative for business-related matters both internal and external to the organization to foster process improvements, efficiency gains, improve management structures, solve critical problems. You will participate in strategic initiatives in collaboration with Weapons Division, Aircraft Division, and national HQ Major Range Test and Facility Base (MRTFB) offices. Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NM-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Providing Test and Evaluation support, insight, and advice to upper management and stakeholders; 2) Ensuring a program's budget and funding is allocated and executed efficiently and effectively; 3) Engaging in working groups to enhance process improvement, efficiency gains, improve management structures, and solve critical problems; 4) Assisting with the development and execution of an organization's strategic investment plan.
