You will serve as the Pacific Target and Marine Operations (PTMO) Division Head (EB4200M) in the Pacific Targets & Marine Ops Division, Threat Target Systems Department of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will lead daily operations, supervise employees, investigate anomalous performance, and implement change. You will create short and long-term division plans, supervise division staff, approve schedules, develop processes and performance metrics, coordinate facility improvements, and ensure compliance with training requirements and standards. You will interface with major acquisition weapons system program offices and other Navy and Department of Defense commands while representing division and department objectives and core values. You will support Department data calls, personnel end strength, budget estimation and POM development, financial management, and facilities management.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NM-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Overseeing operational support processes, asset and inventory sustainment, contract oversight, financial management, safety, and security of a multi-faceted aviation or aerial target portfolio; 2) Demonstrating knowledge and experience with utilizing target systems or aircraft in test operations; 3) Supporting contracting efforts with the Procurement Group required for an aviation or target operations and maintenance contract; 4) Leading the implementation of comprehensive operational risk management processes.
