About the Position:
This position is located in Alexandria Virginia, Security Management Division, PERSEC Branch Operations.- Americas Team.
Duties
Responsible for assessing, evaluating, and reviewing background investigation documentation and information for DODEA workforce to determine reciprocity, interim eligibility, acceptable risk, and Line of Sight Supervision (LOSS).
Maintain and update all Personnel Security systems.
Apply Federal Law, Department of Defense (DoD) and agency regulations to determine the type of investigations; along with the impact of breaks in service for eligibility determinations.
Evaluate the authenticity, veracity, and pertinence of the data to the case at hand and requests additional investigations, requests interrogatories, or develops other information if needed.
Assist the Insider Threat Program Manager with the overall development, implementation, operation, and maintenance of the DoDEA Insider Threat program.
Conducts day-to-day liaison with investigative and counterintelligence agencies of the DoD and other government agencies in performance of official duties.
Requirements

Specialized Experience for the GS 09: One year of specialized experience which includes: maintaining personnel security systems; reviewing personnel background investigation documentation; Review investigative records to determine if persons meet security and/or suitability standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as criminal justice, security management or psychology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Specialized Experience for the GS 11: One year of specialized experience which includes: utilizing and maintaining personnel security and/or suitability automated systems; reviewing investigation records to determine if applicant meets security, suitability, and/or LOSS standards; and Ability to identify the presence or absence of derogatory information requiring review or further investigation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: criminal justice, security management or psychology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Specialized Experience for the GS 12: One year of specialized experience which includes: resolve complex personnel security issues; review the impact of various kinds of derogatory information to grant or deny interim eligibility or Line of Sight Supervision (LOSS); and investigate or analyze a variety of conditions associated with general questions about personnel security, suitability, childcare background investigations and/or insider threat. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
