Duties

Provides professional accounting services that includes the preparation, examination, analysis, presentation, and interpretation of accounting data, records, and reports. Reviews and analyzes the most complex situations of accounting documents, reports, policies, and procedures involving the gamut of federal appropriations and accounts within one or more accounting systems or subsystems. Designs, adapts, revises, and evaluates accounting reports, procedures, and operations encompassing multiple financial management/accounting systems and all DoD component activities. Functioning individually, or as a team leader, serves as an expert in accounting procedures and policy compliance in the development and implementation of major operating policy and procedural changes. Works with teams in establishing requirements for, and in the development and implementation of, changes/revisions to automated systems to ensure compliance with a multiplicity of policy and regulatory requirements. Reviews a variety of incoming, outgoing, and summary financial reports to ensure the accuracy, reliability, and integrity of financial operations and financial reports submitted operating from operating activities. Examines internal control systems to ensure that systems provide for the integrity, accuracy, and validity of reported financial data. Duties will be developmental in nature when the position is filled below the full performance level.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. At the GS-12 level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-12 level is defined as: Providing, reviewing, analyzing and auditing a wide variety of accounting documents, reports, policies and procedures pertaining to multiple appropriation accounts, within one or more accounting systems or subsystems; Providing professional accounting services to include preparation, examination, analysis, presentation and interpretation of accounting data records and reports; Analyzing accounting systems or modifying existing systems; Enhancing the validity, accuracy, and integrity of accounting processes. At the GS-13 level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-13 level is defined as: demonstrating a professional knowledge of accounting principles, theories, procedures, and applications to serve as a staff expert and advisor to senior management; analyzing the most complex situations and/or conditions to identify deficiencies in accounting policies, procedures, operations or systems; and recommending solutions to accounting problems to enhance the validity, accuracy and integrity of accounting processes. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. To be considered for the GS-13, applicants must have served 52 weeks as a GS-12 or higher in the Federal service. This announcement will be used to fill positions with an entry grade of GS-12, or GS-13 with a target grade of GS-13.

Education is not substitutable for specialized experience at these grade levels.
