Duties
Plans, organizes, and directs the activities of the Seasonal Non-Fire and Fire and Permanent Fire Program, ensuring that the staffing, position management, pay, and management analysis work complies with legal and regulatory requirements.
Provides technical direction and interpretative guidance to assigned staff, assuring compliance and conformity with applicable laws, rules, regulations, and delegated authorities.
Assigns work to Seasonal Team and Permanent Fire HR staff based on organization priorities and consideration of difficulty and requirements of assignments.
Trains Seasonal Team and Permanent Fire HR staff on availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities.
Develops recruitment strategies to address specific resource or program needs.
Establishes work procedures, processes, and methods for the accomplishment of work activities.

Qualifications

Completion of the OPM Delegated Examining Certification Assessment. To show you meet this requirement, you must submit a copy of your current DE certificate.

Specialized Experience: To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience include: Leading, directing and assigning tasks to personnel conducting recruitment and staffing analysis work for an organization; applying a wide range of Recruitment and staffing concepts, policies, analytical, and diagnostic methods or techniques to solve multi-faceted, interrelated human resource management problems and issues; researching, interpreting, analyzing and applying human resource policies; laws, or regulations in order to give advice to higher level management in correcting program deficiencies; and preparing written documents such as policies and procedures. Education may not be substituted for specialized experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is sedentary. No unusual physical demands are required.
Work Environment: The work is performed in an office setting. Incumbent will be required to travel to outlying
locations.
