This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD). The incumbent assists in leading Budget Review and Assessment Directorate project teams within the ONCD; and serves as a principal staff member responsible for the oversight and assessment of U.S. government cyber budgets and subsequent recommendations to departments and agencies and the Office of Management and Budget (OMB).

Duties

As a Director (Budget Review and Assessment), GS-0501-14/15, your typical work assignments may include the following: Ensures that budgetary matters affecting cyber, cybersecurity, supply-chain and technology security, digital economy security, and cyber workforce of the United States are given early consideration for decision at the highest levels of government in negotiations with representatives of foreign governments through bilateral or multilateral contacts, and/or legislation or other actions directed by Congress. Organizes special interagency studies, analyses, and papers on budgetary matters, appropriations, performance evaluation, and other related matters of immediate concern to senior officials. Advises senior leadership in the development, oversight, and assessment of U.S. Government department and agency budgets, programs, and spending. Leads work with the OMB, House and Senate Appropriations Committees, U.S. Government department and agency budget offices, and other stakeholders to identify strategic priorities for programmatic investment, additional spending, reprogramming, etc. Directs project teams to assist in planning, directing, and coordinating the development of agency reviews, recommendations, and commentary on U.S. Government department and agency cyber budgets.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates at least three of the following: 1. Practical knowledge of budget and appropriations terms and concepts and an ability to accurately apply such terms to the federal budget process; 2. Developing government agency budget justifications at the federal, state, or local level; 3. Performing an integral role in developing funding legislation and in developing materials related to funding legislation that explains purpose, time, accountability, and effectiveness; 4. Coordinating funding proposal development with government departments and agencies involved in the formulation and execution of public policy or 5. Working familiarity with cybersecurity program funding and activities, such as at a government organization whose main mission is related to cyber and/or security activities. You may qualify at the GS-15 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates at least three of the following: 1. Practical knowledge of budget and appropriations terms and concepts and an ability to accurately apply such terms to the federal budget process; 2. Developing and recommending/approving government agency budget justifications at the federal, state, or local level; 3. Performing an integral role in developing and recommending/approving funding legislation and in developing and recommending/approving materials related to funding legislation that explains purpose, time, accountability, and effectiveness; 4. Coordinating and approving funding proposal development with government departments and agencies involved in the formulation and execution of public policy; or 5. Working familiarity with cybersecurity program funding and activities, such as at a government organization whose main mission is related to cyber and/or security activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
