Duties

This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Infrastructure Support Group, Information Technology (IT) Directorate, Management and Oversight Division, Governance and Workforce Management Branch. Serve as an IT Specialist with knowledge management (KM) responsibility. In consultation with the Chief Knowledge Officer (CKO), the Knowledge Management Specialist (KMS) will implement and support knowledge management policies, strategies, practices and projects throughout DeCA and Stores in close coordination with subordinate and component commands to accomplish the vision, mission, and strategic objectives of the DECA Knowledge Management Program under the direction of the DeCA CKO. Assist and advise staff in building and fostering Communities of Practice (COP), Communities of Interest (COI), and virtual teams across organizations, and external stakeholders to enhance collaboration and promote knowledge sharing and reuse. Support and/or perform tasks using various types of KM enterprise applications and software (web authoring, forum, portal, business process and modeling, collaboration). Qualifications

In accordance with the General Schedule Qualification Standards for Information Technology (IT) Management Series, 2210 (Alternative A), https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/, applicants must possess at least one year of specialized experience at the GS-11 grade level (or equivalent) by the closing date of this announcement. Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of specialized experience include: Assisting staff on how to best leverage enterprise and emerging Internet, telecommunications and KM technologies, to include online websites, portals, knowledge maps, and other technology-driven enablers that provide access to knowledge products and services. Providing training and education on KM concepts, best practices, and services necessary to facilitate knowledge sharing and collaboration. Assuring the effective collection, storage, utilization, and authoritative source for knowledge and information documents supporting knowledge management. Working with individuals and organizations to determine KM requirements, assessing existing and emerging capabilities to fulfill those needs, and providing recommendation to leadership for implementation. Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
