Duties
This Supervisory Intelligence Operations Specialist position is located in the Transportation Analysis Division (TAD), Intelligence and Analysis Office, Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Manages/Plans/Coordinates/Oversees/Monitors the execution of all aspects of the daily analysis of intelligence reporting and general transportation-related encounters, and/or threats or risks to the transportation sector both in the homeland and worldwide. Oversees/guides analysis and production aligned to priority intelligence requirements, office objectives and requirements, and emerging customer requests. Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches.
Provides oversight to personnel in conducting data analysis, targeting, and watchlisting actions of known and unknown threats to transportation as well as any trends, links, or associations utilizing agency's vetted and credentialed data holdings as well as classified networks and databases; Monitor and oversee the preparation of intelligence based rules and provides feedback and guidance to leadership on targeting, reporting, and watchlisting efforts through threat and risk assessment mechanisms.
Oversees the production of products and briefings on multiple, varying, complex, specialized threat and/or risk information relating to transportation equities for operational components, private industry and/or foreign transportation security stakeholders at headquarters and/or in the field, enabling customers to implement new rules, regulations, and policies in response to evolving threats.
Develops standard operating procedures, policies, and guidance to ensure officers and analysts' compliance in adhering to policies and procedures for conceptualizing, researching, and writing specialized analyses of varying complexity on terrorist, foreign intelligence entities, or other threats/incidents affecting transportation security in order to advance understanding of threats to transportation, and inform development of new operational rules, regulations, and policies. In coordination with leadership, develop and implement strategies to ensure compliance with TSA guidance. Provides expert advice and assistance with the management of complex projects, established products, requests for information, administrative aspects for evaluating section's accomplishments, and correcting section deficiencies.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Takes disciplinary action when necessary. Interviews and selects applicants for vacancies. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Schedules and approves leave. Participates in manpower surveys and reorganization study groups, as required. Makes functional assignments establishing controls necessary for effective management, or to provide data for management purposes. Promotes compliance and ensures that all personnel actions are taken in accordance with the TSA Affirmative Action Plan and the TSA's Equal Employment Opportunity (EEO) program policies.
Maintains situational awareness, escalates, and reports on current threats and ensures incident management procedures are followed, analyzes trends, identifies problems and those factors most likely to impact operational and intelligence requirements, and defines, organizes and assigns resources to accomplish organizational objectives.
Presents briefings to obtain consensus/approval of TSA Intelligence & Analysis. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience applying intelligence concepts, principles, methods, and techniques to monitor and oversee the review of multiple information sources. AND
Coordinating project management processes and procedures to exercise direct responsibility for the planning, coordinating, and management of large, complex, innovative projects on evolving threats to transportation. AND
Leading functions, processes, methods, and techniques to perform various duties and responsibilities in developing work requirements.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
