You will serve as a PROGRAM ANALYST in the OPERATIONS DEPARTMENT of TRAWING FOUR.
Duties
You will monitor integrated reporting systems utilized to identify barriers and/or potential barriers to the attainment of aviation production for the Naval Aviation Training Command (NATRACOM).
You will analyze current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives.
You will apply data from the Aircraft Statistical Report (ASR), Production Planning Factors (PPF) and the Integrated Production Plan (IPP) to effect correct loading and production under the Naval Aviator Production Program (NAPP).
You will communicate information to management for effective evaluation of program operations and milestones.
You will analyze, extract, summarize, and identify significant trends and issues.
You will forecast and estimate program requirements and prepare programmatic reports, justifications, charts, graphs, statistical and
narrative data for top-level presentations and briefings using Excel spreadsheets and PowerPoint presentations.
You will conduct program surveys, audits, projects, teleconference and video teleconference, and meetings. You will provide advisory services to operating or management officials.
You will oversee execution of programs of significant scope and mission impact. You will review and interpret new and established directives, instructions, regulations.
You will prepare internal instructions, operating policies, procedures, and guidelines concerning assigned program(s) and recommend required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing program data and evaluating work operations to identify trends and issues, prepare formal reports, and make recommendations to improve program objectives, efficiency, and effectiveness.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of Ph.D. or equivalent doctoral degree;
or
Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree;
or
Successful completion of LL.M., if related;
or
A combination of experience and graduate education as described above that equates to one year of experience. Education plus experience must equal one hundred percent.
