About the Position: This is a permanent acquisition position and will work in one of the Sections within the Construction or Procurement Branch. The incumbent will report to the District office, which is located in Winchester, a city of 30,000, is located in Shenandoah Valley 70 miles northwest of Washington, DC. Duties
Serve as a Contract Specialist for pre-and/or post-award functions for construction, architect/engineer, service, and supply contracts within the agency.
Prepare solicitations, obtain necessary approvals, request pre-award surveys, recommend and/or determine sources to be solicited, conduct and/or oversee pre-bid conferences, etc.
Receive and/or evaluate proposals with team, pricing, and technical personnel, preparing plans of attack and/or defense and developing the overall negotiation strategy.
Monitor contractor performance, cost controls, funds management, and adherence to contract completion schedules.
Responsible for a variety of cost reimbursement and firm fixed price contracts, which require special handling provisions and/or other specialized terms and conditions.
Process contract payments, enforce contract provisions, prepare requests for consideration, issue show cause or cure notices, and recommend contracts for termination of default or convenience.
Ensure timely accomplishment of tasks and objectives, compliance with the Federal Acquisition Regulations (FAR) and its supplements, and other regulatory requirements.
Prepare well written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support the procurement decisions.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is a Defense Acquisition Workforce (AWF) position.
- Contracting Professional Certification must be met within 24-months of hire.

Basic Requirement for Contract Specialist; GS-12:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes being responsible for a variety of cost reimbursement and firm fixed price contracts, which require special handling provisions and/or other specialized terms and conditions; receiving and/or evaluating proposals with team, pricing, and technical personnel, preparing plans of attack and/or defense and developing the overall negotiation strategy; preparing and/or assisting in the preparation of award documents and arrange for and lead debriefings of unsuccessful offerors; preparing solicitations, obtaining necessary approvals, requesting pre-award surveys, recommending and/or determining sources to be solicited, conducting and/or overseeing pre-bid conferences, etc., preparing justifications and approval documents or determinations and findings; and attending and providing contracting guidance at post-award conferences with contractor's staff and Government's technical team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
