You will serve as a Supervisory Financial Mangement Analyst in the N8 Requirements, Resources and Program Department, N8F Financial Management Division of CDR STRIKE FORCE TRNG ATLANTIC.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits or alternative methods of financial management of organization's programs and administrative operations. You will perform fiscal, accounting, or financial management duties and responsibilities depending on the need of the organization. You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorized. You will assign work to subordinates based on employee's capabilities, priorities and difficulty. You will develop performance standards and evaluate employee performance. You will provide technical and administrative oversight, advice and instructions. You will identify and arrange for employee developmental and training requirements. You will support and promote all aspects for the Equal employment Opportunity Program and Affirmative Action Plan as directed by applicable laws and regulations and to communicate this support to employees.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels. Experience and knowledge sufficient to analyzing national level programs; exceptionally large and complete programs; develop, recommend and implement budgetary/financial policies. Experience interpreting, assessing and projecting potential impact of new/revised Congressional legislation. Experience developing and rendering authoritative interpretations of executive order, 0MB guidance within and across agency lines. Experience translating questions from auditors to CSG-4 constellation, and effectively communicate audit requirements between CSG-4 directorates, and auditors. Experience leading, supervising, motivating and counseling employees. Experience and knowledge of basic supervisory/management principles, practices, procedures and regulations.
