You will serve as a FINANCIAL MANAGEMENT ANALYST in the OFFICE OF THE COMPTROLLER of COMSUBFOR.
Duties
You will apply working knowledge of appropriations law and financial rules and regulations.
You will use reports from various sources, contact the performer to determine when the funding will be accepted and when a contract will be awarded if necessary.
You will apply working knowledge of execution processes and the relationship to Planning, Programming, Budgeting, and Execution System (PPBES).
You will manage Job Order Number (JON’s), create JON’s for all centrally managed documents ensuring proper expense elements and Object Class Codes are used.
You will communicate with performers to obligate all commitments.
You will use current execution data and the phasing plan to develop a cash distribution plan.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying working knowledge of general accounting procedures and processes.
Experience using budgetary and/or proprietary accounting information to analyze issues and provide solutions under close supervision .
Experience preparing budget exhibits under supervision, ensuring program plans are executable, justifiable, and defendable.
Experience applying working knowledge of financial analysis, research, forecasting, and planning sufficient to produce financial information and support decision making.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of a LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience.
