You will serve as a Program Analyst in the Program Executive Office Ships, Combatants Office, DDG-1000 Program Office, PAPM Acquisition Director of PROGRAM EXECUTIVE OFFICE SHIPS. This position is part of the Acquisition Demonstration Project. NH-03 is equivalent to GS-12/13. This position has a Control Point (CP). The salary is capped at the GS-13 Step 05 (currently $117,198). See "Additional Information" section.

Duties

You will conduct program analysis for the acquisition, development, and construction of the Zumwalt Class of destroyers, DDG 1000. You will use qualitative and quantitative techniques to evaluate cost, schedule, and performance as part of a ship/weapons system acquisition program. You will serve as management advisor using discernment and judgment to address a wide variety of interrelated subject matter, including financial, contractual, programmatic, or other program office focus areas. You will develop guidance, policies, and procedures for organizational and program improvement related to cost, schedule, and performance measures and provide recommendations for corrective actions to resolve deficiencies to managers and analysts. You will prepare and implement long-range planning objectives covering contracts and contractual administrative aspects of the organization and other assigned areas. You will conduct studies, surveys, and reviews of projects to evaluate the effectiveness of operations implemented to achieve program requirements and goals. You will evaluate compliance with meeting specific program goals and objectives, rules, and regulations. You will create evaluation plans and produce metrics, trend analysis, and data sets to measure program effectiveness in ship acquisition and ship repair across primary contracts. You will develop and recommend methodologies and approaches for corrective actions to improve the effectiveness and efficiency of program operations. You will conduct cost-benefits analyses to determine effectivity of shipbuilding, maintenance and weapons system acquisition operations. You will establish and maintain working relationships with internal and external stakeholders to coordinate projects and facilitate collaboration. You will develop and analyze data to demonstrate the link between strategic measures and operational requirements. This includes evaluating the impact of internal and external factors on meeting mission requirements. You will prepare coordinated reports, presentations, and briefings in support of program actions. You will brief senior leadership and makes recommendations based on findings.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector conducting quantitative or qualitative analysis of acquisition, contracting, financial, or programmatic functions for ships, ship systems, or warfare systems.
