This position is assigned to the Non-Appropriated Fund (NAF) Golf Division (N923E) Sports and Fitness Division; Morale, Welfare and Recreation (MWR), Recreational Fleet and Family Readiness Support Services (N94); Commander, Navy Region Hawaii, at Joint Base Pearl Harbor-Hickam (JBPHH), Honolulu, HI. The purpose of this position is to direct support of management to ensure seamless coordination of daily activities at the Navy Marine Golf Course.

Duties

The position entails working directly with management in all Program functions and processes, scheduling tee times, operational and financial support, and assist with the oversight of outdoor golf operations (OGO). Non-supervisory duties comprise 75% of incumbent's time and include but are not limited to: Oversees the operation of the Golf Course Pro Shop, Starter's Desk. Assists with oversight of outside golf operations (OGO) such as cart barn and range. Oversees staff daily tee time processes. Ensures Starters issue tee times in accordance with existing Joint Base Pearl Harbor Installation (JBPHH) policies, procedures, and instructions to eligible personal. Ensures golf play starts on time, coordinates with Pro Shop staff to monitors pace of play to maximize utilization of the golf course in keeping with course time requirements. Manages and monitors resale inventory and as required, makes suggestions to management for purchasing requirements. Ensures daily point of sale (POS) transactions are properly turned in with appropriate accounting procedures and change funds balanced. Ensures correct payment handling procedures are followed. Ensures all discrepancy notices are investigated and answered. Eligible to possess and maintain a government purchase card. Provides training to counter staff to include, customer service and customer counter training interaction, both personal and utilizing required Information technology (IT) tools, such as the phone, POS of sale machines, and the MWR tee time software. Receives and resolves customer inquiries and complaints using tact and diplomacy. Supports management to ensure staff completion of required Command training requirements. Provide lessons, support management to coordinate clinics, tournaments and command support functions as needed. Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) for approximately: NF-0189-02, Recreation Assistants (12); NA-3502-02, Laborers (Cart Barn) (10); NF-0189-01, Recreation Aids (5); and NF-0085-01, Security Guards (5) Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Supports Commander, Navy Installations Command's (CNIC) Equal Employment. Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess: Knowledge of the game of golf, rules of play, knowledge of golf equipment, and the required and appropriate wearing apparel for both men and women. Knowledge of Federal and agency regulations; knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to program/operations area to consider their impact on programs. Knowledge of non-appropriated fund (NAF) budget processes, and of NAF personnel regulations and guidelines. Skilled in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) as well as the ability to master MWR software systems for resale and patron payment. Skilled in managerial and administrative abilities necessary to perform the duties of the position. Skilled in functional interpersonal methodologies, so as to maintain diplomacy and ensure a positive public image, with patrons (golfers), staff, commands, and the local community. Ability to communicate effectively both orally and in writing. Ability to work effectively as a member of a team. This position may be designated ALPHA personnel for inclement weather or in the interest of national security and may be required to report for work when other employees are excused. Hours of work will vary to support program needs, to include irregular shifts, leave support, evenings, weekends and holidays as required Must be able to qualify as an Active Member or be an Active Associate in good standing with the Professional Golfers Association of America (PGA). An associate member is a member that is in good standing while pursuing active membership in the PGA. Membership acceptance timelines are five to seven years for completion. Position requires unclassified IT access. Position is not telework eligible. Must have or be able to obtain and maintain a valid state driver's license.
