Duties

Direct the recruiting market and mission analysis/modeling conducted by the Mission and Market Analysis Staff section for strategic and tactical decision support in an Army recruiting brigade. Performs duties with technical authority communicating results and defending the findings to senior leaders and external agencies. Advises the Commander on BDE recruiting market analysis, placement of organizational boundaries recruiter distribution plans, recruiting mission assignment, and operational policies. Remains current with technology, tools, trends, and evolving practices in Operations Research. Exercise the full array of supervisory controls as the first line supervisor in the Brigade Mission and Market Analysis staff section. Coach and mentor subordinates in the design of a development plan with recommended selections for on the job training, formal training, and self development programs. Evaluate battalion Mission and Market Analyst on training needs and formulate training program for supporting their recruiting mission. Identify the data requirements, the data collection and validation means, to properly conduct market research. Use standardized testing techniques when defining, testing, and validating facts and assumptions. Use familiarity with appropriate recruiting market data sources and Graphical Information System (GIS) mapping software to conduct predictive modeling and analysis. Use various computing and information technologies platforms to provide quantitative solutions to problems. Identify the appropriate market research methodology and tools needed to conduct and direct research and analysis. Envision the design and development of the analytical products that facilitate recruiting operations decision making at the brigade and subordinate organization level.

Basic Requirements:Degree in Operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Transcripts are required). In additional to basic requirement, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience equivalent to the GS-12 level conducting studies of significant complexity and leading teams in the analytical effort to provide strategic or tactical decision support for planning national or regional Army recruiting programs. Under the general supervision supervisor, independently identifying the issues or problems under study, selecting the design and methodology of the study, identifying and validating assumptions for the study, choosing the variables required for ad-hoc and standardized models, while the results primarily reviewed for adequacy in meeting the problem or purpose. You will be evaluated on the basis of your level of competency in the following areas: Data AnalysisLeadershipTechnical CredibilityTechnology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
