About the Position: Senior Operations Research and Systems Analyst within the Officer Personnel Management Directorate (OPMD), Army Human Resources Command (AHRC). Provides Supervision for Operations Research Systems Analysts and Information Technology/Data Analysts within the Analysis Branch, Officer Readiness Division.
Duties
Manage, directs, plans and coordinates analysis, distribution, accessions and studies for officer personnel management.
Develop and optimizes the distribution process under Army Talent Alignment Process Principles; support studies related to same
Use mathematical model to generate officer personnel requirements based on authorizations and manning guidance
Develop plans for accessing officers by combining analysis and preferences data from sources of commission
Contribute to ensuring authorization and strength functionality for personnel processes, systems and tools such as SAS Servers, ATAP, IPPS-A and AIM2.
Coordinate special analysis, studies and projects designed to effect improvements responsible programs
Conduct market data trend analysis and reports performance characteristics for slating outcomes
Impute assignment preferencing data to clear job markets, using algorithm
Advise higher-level management of problems involving personnel management in terms of mission accomplishment, performance, standards
Serve as advisor to validate marketplace input, develops distribution plan for leader approval
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent may be required occasionally to perform Temporary Duty Travel (TDY).
- Incumbent is subject to a one-year probationary period.
- Incumbent must obtain and maintain a Secret clearance.

BASIC EDUCATIONAL REQUIREMENT: Bachelor's degree in operations research; or bachelor's degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, with at least 3 of the 24 semester hours in calculus. SPECIALIZED EXPERIENCE REQUIREMENT GS-14: To qualify for this position, your resume must show at l at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as work that involves developing mathematical, statistical, and other automated system models for identification, collection, storage, and analysis of data used to support assigned projects and studies. Identifies and evaluates cost and budgetary or fiscal factors that impact various programs and weighs cost relationships when developing models and alternative solutions. Applying advanced analytical concepts and techniques to design and provide strategic advice to senior leadership.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
