Principal health system advisor and staff assistant to the Deputy Chief of Staff, Hospital Operations. Responsible to provide a high degree of analytical ability, interpersonal skills, and specialized knowledge in the area of health care service administration with a focus on medical care delivery, continuous quality improvement, data analysis, resource allocation, and budget execution in support of the Deputy Chief of Staff, Hospital Operations.
Duties
MAJOR DUTIES AND RESPONSIBILITES:
Operational Analysis and Coordination
Will be primarily guided by the goals of the Deputy Chief of Staff (DCOS), Hospital Operations' Office in planning, developing, coordinating, and managing its various programs, and assessing individual and programmatic adherence to those goals through devising and applying appropriate measures. This includes both qualitative assessment, such as internal outcome and process measures, and quantitative assessment, such as oversight of workload productivity, revenue generation, responsibility for financial accountability, and medical services and business analysis and support for both clinical and administrative contracts. Monitoring and directing compliance with pertinent external monitors is a major responsibility.
As a Health System Specialist, the incumbent serves as the DCOS, Hospital Operations' executive administrative support person in the management of all services reporting to the DCOS. S/he maintains close liaison with the direct care health services reporting to the DCOS, assists the DCOS in coordinating the efforts of the services so that the patient care, teaching and research missions of the healthcare system are met. S/he maintains continuous effective personal relationships with all service chiefs and their staff on matters concerning the office of the DCOS. S/he keeps the DCOS informed in areas which could have significant impact on the successful operation of the office of the DCOS. S/he provides advice and guidance to clinical service chiefs and their staff with regards to The Joint Commission and Office of Inspector General (OIG) issues and standards involving the medical staff, personnel matters, credentialing issues, tort claims and the tort claims process, etc. S/he is delegated the authority to make decisions and sign off on documents of an administrative nature not involving the clinical judgment of the DCOS as a physician. S/he represents the DCOS on various committees and functions and sits in for the DCOS in his/her absence when requested.
Consultation and Advising
Works with the DCOS, Service Chiefs, and Administrative Officers to develop, analyze, evaluate, advise on, or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.
Conducts and/or supervises special studies and surveys employing the principles of scientific management to assist and advise the DCOS as to the most effective method for accomplishing the Medical Center's mission and goals. The incumbent analyzes management techniques, processes, and styles for improving organizational effectiveness. Evaluates and makes recommendations for effective organizational changes and analyzes multifunctional programs within the medical center to determine whether the management system in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management.
Supervisory Activities
Provides direct supervision to 7.0 Administrative Officers of the Day (AOD). S/he is responsible for maintaining and updating position descriptions, establishing performance standards, conducting semi- annual evaluations and annual performance appraisals, counseling or issuing disciplinary actions for staff who performance or conduct is marginal or unsatisfactory, assisting in the development of teams for improvements and potential awards, interviewing, selecting and hiring new staff members, and requesting resources for continuing education. Responsible for developing and distributing supervised employees' schedules of work.
Performs other duties as assigned.
Work Schedule: 8:00 am to 4:30 pm, Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
Note: You must submit a copy of your most recent personnel action/SF-50. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts. No special physical demands are required to perform the work.
