You will serve as a INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) in the Information Technology Services division of COMMANDER, NAVY REGION NORTHWEST.
Duties
You will manage, administer and maintain a Command Cybersecurity Program that identifies cyber architecture, requirements, and objectives and policies.
You will perform all account and data functions; ensure proper security clearances are held by users granted access to any information system.
You will coordinate, implement and manage Risk and Vulnerability Assessment Program for Command users.
You will serve as primary Technical Cybersecurity Advisor for the Command reporting to and advising the Region Cybersecurity Program Manager on all cybersecurity issues.
You will provide Incident and Violation Management ensuring that security violations/incidents are properly reported to the Region Cybersecurity Program Manager.
You will oversee the implementation of the Cybersecurity Program and the Command-level by coordinating cybersecurity-related issues and initiatives.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 within 12 months of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Reviewing my own information technology-related work or data and have been aside by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Evaluating new information technology (IT) tools and trends to meet business requirements of customers.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Briefing senior leaders on information technology (IT) policies to streamline corporate resources.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Diagnosing networked system failures to isolate sources of problems between equipment, networks, systems software, and application systems.
In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Developing and maintaining clear, concise, and compelling information security policies and Risk Management Framework (RMF) documentation, ensuring they are accessible and understandable to diverse audiences; 2) Utilizing communication skills to articulate information security concepts and policies, ensuring clarity and alignment with organizational goals and standards; 3) Leading and facilitating cross-functional teams to ensure the effective governance of information security practices, including the oversight of configuration management processes; 4) Implementing and updating information security plans, policies, and procedures, aligning with best practices and RMF requirements to enhance the organization's security posture. This position has been designated as a Cyber IT/Cybersecurity Workforce position in the specialty area (804) - IT Investment Portfolio Manager, proficiency level Intermediate and, as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and 2. Participate in a continuous learning program as described in SECNAV M-5239.2). A minimum of 20 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
