About the Position: This position is located at Fort Liberty, NC. Fort Liberty is a culturally diverse area with both rural and city populations. Co-located near Fayetteville, North Carolina, centrally located in the beautiful state of North Carolina, which enjoys temperate year-round climate and world-renowned colleges and universities.
Duties
Initiates, develops and recommends contract support procedures for the guidance and control of contracting activities. Evaluates and recommends disposition on internal and external policies.
Tracks and consolidates repetitive contract actions for possible consolidation. Consolidates and tracks requirements submitted for higher level review.
Responsible for the analysis and evaluation of contract support matters, and the initiation, development, and recommendation of contracting procedures and guidance for the 1st SFC (A).
Analyzes the requirements of law, Federal, Department of Defense (DOD), US Special Operations Command {USSOCOM) Regulations, and other procedural and regulatory guidance to ensure that recommendations are in compliance.
Provides advice and guidance on contract support matters to senior Commanders.
Serves as the principal technical advisor responsible for planning and directing the work of lower graded personnel engaged in the contract support matters.
Serves as the supervisor to civilian and military personnel.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (SCFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for SUPERVISORY PROCUREMENT ANALYST
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Assisting with pre-award or post-award contracting functions involving complex contracts; 2) Assisting with negotiating contract prices, terms and conditions to evaluate cost proposals; 3) Researching contractual regulatory guidance to analyze review processes for the procurement of high cost items and resolve any issues. The definition of Specialized Experience is typical of work performed at the next lower grade/ level position in the federal service (GS-12).
