Duties

You will plan, develop, organize, administer, evaluate, and manage a comprehensive contract quality assurance program for conforming contractor quality systems conformance to contract requirements. You will identify and provide contractor availability, quality and management performance assessments to the contracting officer for use in determining future awards. You will review work specifications and other contract documents to ensure adequate quality requirements are specified. You will develop inspection system plans, instructions, and checklists to evaluate the effectiveness of the contractor's quality assurance programs. You will provide and input quality data into the appropriate quality assurance database.

Requirements

  • This is a bargaining unit position.
  • You will be required to obtain and maintain current NBPI, NDT, and ISO 9000:2008 Internal Auditor certifications.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires work onboard ships.
  • This position requires the ability to climb ladders.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: monitoring and evaluating contract quality assurance programs to ensure compliance with contract specifications for ship repair and overhaul. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing assistance in monitoring contract quality assurance programs to ensure compliance with contract specifications for ship repair or overhaul. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Successful completion of a master's degree or equivalent graduate degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
OR
Successful completion of 2 full years of progressively higher level graduate education with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
OR

GS-07:
Successful completion of 1 full year of graduate level education with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.

A bachelor's degree with superior academic achievement with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
