About the Position: This position is located at Vandenberg Air Force Base, Santa Barbra, CA.
This is a Direct Hire Solicitation.
Duties
Prepare contracting service requirements for medical and non-medical, personal, and non-personal service contracts.
Provide input and participate with other divisions during initial planning and developing of work requirements.
Develop evaluation and surveillance plans to monitor contractor’s performance.
Develop performance-based statements of work to ensure the information, and supporting documentation provide compliance with requirements and provisions.
Analyze billing documents for completeness, mathematical accuracy, and compliance with contract terms.
Maintain liaison and direct communication with key personnel to ensure contractors are adhering to the terms of the contract and the contract continues to meet the needs of the user.
Conduct short- and long-range planning, establishing work requirements, plans, resources, and schedules.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.

You will receive credit for all qualifying experience, including volunteer experience. Basic Qualifications for Service Contract Specialist:
Specialized Experience: One year of specialized experience which includes assisting with contract development or management, by applying acquisition process reviews, requisition reviews, evaluation of bids or proposals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Contract Management, Accounting, Business, Finance, Contract Law, Marketing or Acquisition.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
