The primary purpose of this position is established as a part of the Civilian Strategic Leader Program (CSLP) to specifically broaden the skills and /or enhance the enterprise perspective of an identified high-potential senior leader; it is not a continuing position and assignment duration is limited to 36 months with one-year management option to extend.

Duties

DUTY 1 Exercises supervisory personnel management responsibilities less than 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. DUTY 2 Leads and participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management for the Delta. DUTY 3 Represents the Space Launch Delta (SLD) with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with commanders and deputies of squadrons on the installation; FIELDCOM and Space Force Staff Headquarters; Space Force working groups; other federal, state, and local officials; union representatives; community groups; etc. DUTY 4 Supports, organizes and coordinates civilian personnel action responsibilities for the Executive Director. DUTY 5 Serves as a point of contact for all 30 SLD Reserve systems, processes, and personnel matters. Interacts with individual reservists (IR), active duty supervisors, commanders, commander's support staff, SLD 30 leadership, SSC URC, and the Readiness and Integration Organization (RIO).

  • If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. PCS cost will be paid IAW DAFMAN 36-142 Policy under this agreement.

  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • May be required to work overtime on an unscheduled or emergency basis.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. EDUCATION: Must possess a bachelors degree from an accredited institution FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position (or equivalent) or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the organizational plans, programs, missions, functions and infrastructure of SLD 30 installations. 2. Ability to plan, organize, and communicate effectively, both orally and in writing, in order to present, advocate and/or advise on processes, actions, and decisions impacting the SLD 30 mission. 3. Ability to assemble and analyze data to prepare and defend mission/resource requirements. Develop and analyze alternatives and make recommendations to resolve issues impacting mission assurance/execution within SLD 30. 4. Ability to prepare reports and briefings for high-level officials both civilians and military, then professionally interact with and deliver briefings to these officials. 5. Knowledge of installation infrastructure and functions to identify, consider, and present options for the resolution of issues involving mission assurance and operations in line with both short, and long-term mission objectives. 6. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 7. HR System knowledge and/or fundamental understanding of, but not limited to: myFSS, Task Management Tool (TMT); Share-point Enterprise Information Management (EIM), Military Personnel Data System (MilPDS), Air Force Reserve Order Writing System (AROWS-R), Air Reserve Component Net (ARCNet), Unit Training Assembly Participation System (UTAPS), Reserve Vacancy Management System (RMVS), AF Recruiting Information Systems-Reserve (AFRISS-TF), Virtual Personnel Center (vPC), My Personnel Services (myPers), Personnel Records Display (PORA), Auto Records Management System (ARMS), AF Fitness Management System (AFFMSll), and Man-day Allocation System (M4S).
