Duties
PRIMARY PURPOSE: To serve as the agency lead for assigned operational testing of Department of Defense (DoD) Acquisition Category (ACAT) I, II, or DoD oversight for major weapon system programs. Leads, plans, coordinates, executes, and reports on operational test activities during the design, development, production and fielding of new and/or modified major DoD weapon systems.
DUTIES:
Serves as the Operational Test and Evaluation (OT&E) Program Manager for assigned weapon systems and subsystems.
Designs, develops, and directs the operational test plan for assigned ACAT I, II, or DoD oversight major weapons systems programs.
Responsible for the final report that will be submitted to Director, Operational Test and Evaluation (DOT&E) who will, in turn, present it to Congress to support the Full Rate Production decision or stop further development of new or modified weapon systems.
Executes, chairs, and/or attends test events, integrated test planning meetings, Joint Reliability and Maintainability Evaluation Team (JRMET) meetings, deficiency report boards (DRB), core teams, critical design reviews, and any other meetings necessary to plan and execute integrated operational testing and evaluations (IOT&E).

- This position may be designated as an acquisition position that is covered by the Acquisition Professional Development Program (APDP).
- Employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally.
- Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- A master’s degree or 10+ years’ experience with strategic nuclear weapon systems is highly desirable.
- Experience in developmental or operational test and evaluation is highly desirable.
- Previous experience as an instructor or evaluator for military Bomber/ICBM/SLBM operations or maintenance is highly desirable.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays.
- Work requires travel away from the normal duty station by commercial and/or military aircraft.

Extensive experience in operations or maintenance of strategic nuclear weapon systems, such as nuclear capable bombers, intercontinental ballistic missiles (ICBM) and submarine-launched ballistic missiles (SLBM), is highly desired to perform the duties of the position.
QUALIFICATIONS:
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of Bomber, ICBM, or SLBM operational plans, procedures, and employment at the strategic, operational, and tactical levels for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems as it applies to assigned programs; mastery of nuclear command, control, and communications, weapon systems operations/maintenance, nuclear surety, positive control, and military operations to evaluate mission readiness of new or significantly modified weapon systems; in-depth knowledge of a wide range of qualitative and quantitative statistical methods and concepts gained through academic or practical methods; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge of the various command entities within the Agency and DoD sufficient to understand key relationships.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of plans and procedures for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems to include operations or maintenance expertise as it applies to assigned programs.
Knowledge of program goals, objectives, and operational missions while planning, coordinating, and budgeting OT&E test activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge sufficient to analyze and draw conclusions regarding test mission results and write technical reports appropriate for senior AF, DoD, and joint service executive and technical level reviews.
Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of operational tests for highly complex weapon systems and subsystems.
Skill in effectively interacting, operating, and communicating (both verbally and in writing) with personnel from diverse backgrounds/qualifications/experience.
Ability to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
