This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at U. S. Army Special Operations Command Fort Liberty, NC.

Duties

Serves as a Procurement Analyst, Headquarters, United States Army Special Operations Command (USASOC), Contract Management Cell (CMC). Assuring that the organization complies with procurement policies, regulations, and directives when reviewing acquisition packages as part of the Service Contract Approval Boards and/or Contract Management Review Boards. Conducts comprehensive reviews of pre- and post-award contracting work products, including but not limited to Justification and Approval documents, Independent Government Cost Estimates, Performance Work Statements, (cont) Quality Assurance Surveillance Plans, Contract Data Requirements Listing, and other procurement-related documents. Works with individual customers to understand contract requirements, recommends and assists in developing and implementing new contracting approaches and innovative ideas to achieve contract solutions. Utilizes Business Intelligence and other automated systems for statistical and other reports on aspects of contracting, such as trend analysis and spend analysis to promote strategic sourcing. Assists and advises USASOC requirement owners at the functional level regarding the management and oversight of contractor performance. Collaborates with other contracting offices to improve Management Controls by: ensuring contractor surveillance/Quality Assurance requirements are included in contracts and that there is a clear understanding of COR roles/responsibilities; (cont) identifies situations which could significantly improve efficiency, economy and/or effectiveness in contractor support of USASOC; and analyzes requirements for development of Quality Assurance Surveillance Plans (QASPs).

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Analyzing and evaluating contract requirements, specifications, and prevailing market conditions; 2) Working with customers to resolve contract specification problems; and 3) Providing acquisition and contracting advice to customers for adherence and compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
