Duties
Advise management on a wide range of civilian staffing issues such as recruitment methods, special pay incentives, special placement programs, deployments and workforce shaping.
Assists in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies.
Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
Verifies employment eligibility, qualifications, salary determinations and sets pay.
Provides comprehensive HR management advisory and technical services on substantive organizational functions and work practices.
Uses analytical methods to identify, evaluate, and recommend to management appropriate HR solutions.
Develops and delivers briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of HR findings and recommendations.
Requirements
- A trial or probationary period may be required in accordance with agency policy.
- A post-secondary student appointment expires 120 days after completion of the designated academic course of study, unless the student is selected for noncompetitive conversion.
- Post-secondary students being converted to positions covered under Administrative Careers with America (ACWA) must be assessed prior to non-competitive conversion.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

About the Position: Serves as a Human Resources Specialist performing recruitment and placement assignments for the US Army Civilian Human Resources Agency; United States Army Corp of Engineers Human Resources Directorate
Who May Apply: To be eligible for consideration you must meet the definition of recent graduate as defined below:
Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-7 Qualifications: Specialized Experience: One year of specialized experience which includes: 1) Researching HR regulations, policies, and personnel guidance; (2) Using automated HR software to retrieve data for various personnel tasks; and (3) Providing advisory services by responding to and coordinating a variety of personnel request actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: Successful completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Human Resources, Business Administration, Public Administration, and Organizational Management. Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09 Qualifications: Specialized Experience: One year of specialized experience which includes performing: (1) Applying a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; (2) Utilizing human resources automated systems such as USA Staffing to develop job opportunity announcements, conduct qualification determinations, apply veterans preference, and issue referral certificates; (3) Identifying appropriate regulatory codes, nature of action, and appropriate pay for personnel actions; and (4) Advising management officials on various topics pertaining to recruitment and placement such as types of recruitment strategies, various types of appointments and the merit promotion process. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources, Business Administration, Public Administration, and Organizational Management. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS- 11 Qualifications: Specialized Experience: One year of specialized experience which includes performing: (1) Applying a wide variety of Federal HR concepts, principles, laws, regulations, and practices in regards to recruitment and placement actions; (2) Conducting a job analysis, creating vacancy announcements, reviewing applicants qualifications and issuing referral lists; (3) Providing civilian human resources management advisory services on recruitment and placement actions such as the merit promotion process or types of appointments to management; and (4) Monitoring, tracking, and coding personnel actions in current civilian HR database systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Human Resources, Business Administration, Public Administration, and Organizational Management. (Note: You must attach a copy of your transcripts.).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
