You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (CUSTSPT) in the Information Technology Directorate (Code 15) of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. Duties

You will serve as the Division Chief, IT Integration, responsible for providing guidance and technical direction, planning, and leading a technical staff composed of IT specialists and other information systems professionals. You will supervise, manage and provide direction for subordinate personnel, plan work to be accomplished, set priorities and timelines, direct and review project plans and associated schedules. You will assign work and areas of responsibility to employees based upon specified priorities, workload, difficulty of the task, and the individual capabilities of the employee. You will act as the central point of contact for all NCIS Headquarters IT customer support tasking, problem resolution, coordination, engagement and other related IT Infrastructure matters affecting NCIS Headquarters and NCIS Field Offices. You will serve as a Contracting Officer’s Representative (COR) and identify contract resources required for areas of responsibility. You will represent the Deputy Assistant Director (DAD) for Enterprise Technologies, NCIS Code 15B, as assigned, internally and externally, in the Federal and private sectors, in special projects or other venues in area of responsibility.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

You are required to have one year of information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include responsible for providing guidance and technical direction, planning, and leading a technical staff composed of information technology specialists and other information systems professionals, up to grade GS-13, in support of the NCIS IT infrastructure implementation, maintenance and troubleshooting worldwide. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing customer subject-matter work processes; defining areas that are most amendable to NCIS IT Infrastructure and acting as the central point of contact for all NCIS Headquarters IT customer support tasking. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include making recommendations to staff and management at all levels of the organization and interact with internal and external stakeholders. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include unusually complex problems associated with the implementation, maintenance and troubleshooting of the NCIS IT Infrastructure to support the NCIS's information needs and operational requirements. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience supporting the development/modification of large-scale or complex information systems networks, integration/consolidation of data processing, telecommunications facilities, development of various technical products in support of engineering, installation, quality assurance, test and acceptance of major infrastructure programs; Experience applying information management policies and concepts to provide authoritative advice on implementation requirements as they relate to system Life Cycle Management, e.g., engineering, development of physical layer IT solutions; site preparation, logistics support, etc.; and Experience applying advanced knowledge of Enterprise Architecture in the strategic and sustaining base, and related functional activities considering the technical and systems architecture, interoperability, networking, etc. Additional qualification information can be found from the following Office of Personnel Management website: http://www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
