Duties
If selected for this position as a GS-0083-11 Supervisor Police Officer (Lieutenant) your duties may include, but are not limited to the following:
The incumbent serves as a Supervisory Police Officer (Lieutenant) within the NIH Division of Police and provides supervision and direction to a subordinate staff of Sergeants, Lead police officers, and officers in providing the full range of police, security, and investigative services for the agency.
The incumbent may contribute to managing and coordinating personal protection details for VIPs visiting NIH campuses.
Performs the full range of supervisory responsibilities, including planning and assigning work to staff based on priorities and schedules, balancing workload, and adjusting schedules and duty assignments as necessary among subordinate staff.
Responsibilities include the investigation, apprehension, and detention of persons suspected of offenses against applicable Maryland criminal laws and traffic laws.
Conducts inspections of subordinates, equipment, and facilities to ensure compliance with departmental policies and procedures.
Acts promptly, decisively, and judiciously to analyze facts, make decisions, and/or take corrective action.
Uses knowledge of police procedures, methods, and rules of evidence to conduct thorough investigations, interview suspects and witnesses, and effectively manage crime and accident scenes.
Assumes incident command and coordinates emergency response to critical incidents.
Performs a wide range of technical, administrative and employee relations functions representing the senior management of the Division of Police. Acts in place of the Watch Commander in their absence.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
- Males born after December 31, 1959 must be registered with the Selective Service.
- Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
- If selected, you must pass a pre-employment medical examination, psychological examination, provide evidence of immunization, and be free from communicable diseases.
- If selected, you must possess and maintain a valid motor vehicle license or must be able to obtain a valid driver before a final offer of employment.
- If selected, you must be able to obtain and maintain a Top-Secret Security Clearance.
- If selected, may be required to use protective clothing. The selectee will be required to wear a uniform.
- Criminal history background checks are a requirement for this position.
- This position is subject to the Lautenberg Amendment Gun Control Act of 1968, as amended, which prohibits access to firearms by people convicted of crimes involving domestic violence or any felonious act.
- You must have reach your 21st birthday prior to an initial Federal Police Officer appointment.
- If selected for this position, you MAY be expected to travel 12 weeks for initial entrance level training at Federal Law Enforcement Training Center (FLETC). FLETC may be waived for eligible candidates.
- If selected for this position, you MAY be expected to pass the Physical Efficiency Battery (PEB) test as determine by the Chief of Police which consist of a Sit and Reach, Bench Press, and an Agility run.
- If selected will be required to obtain and maintain a CPR and First Aid Certification.
- This is a drug testing position incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment. The incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
- If selected, you must be able to lift and move heavy items weighing 50 lbs. or more.
- If selected, you must be able to work outdoors under all weather conditions.
- This position is subject to on call or call back requirements. The selectee may work nights, rotational shifts, weekends, holidays, and overtime when required.
Qualifications
You qualify at the GS-11 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
1) performing law enforcement duties that deal with investigating, apprehending, and detaining persons suspected of criminal law offenses
2) providing guidance on law enforcement and security polices and procedures
3) performing various administrative functions to include reviewing and preparing police activity reports and correspondences
4) supervising and providing guidance/direction to law enforcement personnel at various levels on duties.
Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
