The responsibility of the position is the investigation, apprehension, or detention of persons suspected of offenses against any criminal laws of the United States.

Duties

Incumbent serves as a Federal Law Enforcement officer on a federal enclave, which requires knowledge and application of executive police management methods and techniques. The incumbent's primary responsibility is the management, planning, performance and supervision of the law enforcement personnel, activities, and security within the DP’s jurisdiction, Police Operations Branch. Supervises the subordinated rank of captain and below, develops, and implements corrective procedures to alleviate identified physical security problems. Applies long-range planning principles and methods and analyzes, plans, and draws valid conclusions in program management and prioritization. Manage thorough investigations of criminal acts and other offenses and incidents involving felonies and misdemeanors. Coordinates security guard activities in accordance with contractual provisions, which may be under his or her command to provide a safe and secure environment, may be required to assume project officer responsibilities. Manage a personnel security and facilities security control program. Manages and coordinates the protection of VIPs when they visit the NIH with other law enforcement agencies and manage the preparations for such visits as well as DP subordinates involved in the protection. Develops, designs, and monitors the NIHs law enforcement programs. Provide guidance on law enforcement policies, procedures, and regulations to subordinates. Serves as supervisor over the staff of the assigned Branch. Exercises the full range of supervisory and managerial authority to establish and implement annual and multi-year goals, objectives, and work plans.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of a background investigation, verification of qualifications, completion of onboarding forms, submission of required documents, and any other job-related requirement before or after appointment.

  • If selected, you will be required to work on-call or call-back requirements and rotational shifts, weekends, and holidays hours. Overtime on an emergency basis.
  • If selected, the incumbent will be required to a pre-employment and/or random drug and alcohol testing is required for this position.
  • If selected, you will be required to obtain and maintain a valid state motor vehicle license.
  • If selected, you will be required to obtain and maintain a TOP Secret Security Clearance.
  • If selected, you may be required to use protective clothing. If selected, you will be required to wear a uniform.
  • Criminal history background checks are a required for this position.
  • This position is subject to the Lautenberg Amendment Gun Control Act of 1968, as amended, which prohibits access to firearms by people convicted of crimes involving domestic violence or any felonious act.
  • You must have reached your 21st birthday prior to an initial Federal Police Officer appointment.
  • If selected for this position, you will be expected to travel 12 weeks for initial entrance level training at Federal Law Enforcement Training Center (FLETC). FLETC may be waived for eligible candidates.
  • If selected, you will be required to obtain and maintain a CPR and First Aid Certification.
  • Must be able to lift and/or move heavy items weighing a minimum of 50 lbs.

Qualifications

In order to qualify for a Supervisory Police Officer (Major), GS-0083 position at the GS-13 level, you must have: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing a police force in providing protection, law enforcement, and crime prevention programs; managing police investigations; coordinating law enforcement activities with other Federal, state, or local law enforcement agencies; and managing and supervising a civilian police force.
