Division of Police ensures the safety and security of employees, visitors, patients, and contractors, as well as the protection of NIH's research and knowledge assets through administering, enforcing, and coordinating a comprehensive full-service security, police protection, and law enforcement program for the health care, research, administration, and support facilities and personnel at the NIH campus and off-campus facilities.

Duties

Provides leadership, direction, and staff supervision to all the components of their functional unit and is the first line supervisor for all Lieutenants assigned to their functional areas. Supervises law enforcement, security, and protection functions, in accordance with prescribed laws, regulations, policies, and procedures. Supervises, manages, and controls subordinates in the maintenance of law and order, in the detection and prevention of crime. Investigates, apprehends, arrests, and detains persons charged with violation of laws and statutes. Prepares and supervises the implementation of investigation plans for cases involving the violation of law. Independently performs complete investigations of a variety of crimes, less serious offenses, and some administrative violations. Aids the Branch Chief in preparing pertinent information for the Division's budget submission, especially as it pertains to guard force and the patrol functions. Performs the full range of supervisory responsibilities, including planning and assigning work to staff based on priorities and schedules, balancing workload and adjusting schedules and duty assignments as necessary.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • If selected, you must pass a pre-employment medical examination, psychological examination, provide evidence of immunization, and be free from communicable diseases.
  • This position requires weekend hours, night shifts, regular or rotational shifts, holiday hours. This position has on-call or call-back requirements. Overtime on an emergency basis.
  • This is a testing designated position. Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment.
  • The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
  • If selected, you must possess and maintain a valid motor vehicle license or must be able to obtain a valid driver before a final offer of employment.
  • Incumbent must be able to obtain and maintain a Top Secret Security Clearance.
  • If selected, you may be required to use protective clothing. If selected, you will be required to wear a uniform.
  • Criminal history background checks are a required for this position.
  • This position is subject to the Lautenberg Amendment Gun Control Act of 1968, as amended, which prohibits access to firearms by people convicted of crimes involving domestic violence or any felonious act.
  • You must have reached your 21st birthday prior to an initial Federal Police Officer appointment.
  • If selected for this position, you will be expected to travel 12 weeks for initial entrance level training at Federal Law Enforcement Training Center (FLETC). FLETC may be waived for eligible candidates.
  • If selected, you will be required to obtain and maintain a CPR and First Aid Certification.
  • If selected, you must be able to lift and move heavy items weighing 50 lbs. or more.
  • If selected, you must be able to work outdoors under all weather conditions.
  • If selected, you must complete the EEOC, NIH Level I and II COR certification and other training, as required by NIH and or the Chief of Police.
  • If selected for this position, a Physical Efficiency Battery (PEB) test consisting of a Sit and Reach, Bench Press, and Agility run may be required.

Qualifications

You qualify at the GS-12 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing a police force in providing protection, law enforcement, and crime prevention programs; managing police investigations; working with Federal, state, or local law enforcement agencies concerning investigations involving incidents of mutual interest; and managing and supervising, a civilian police force.
