The Department of Clinical Research Informatics (DCRI) is actively seeking candidates who are looking to embark on an exciting career opportunity. As a IT Project Manager, you will use your skills and insights to plan and manage large information technology projects and assist implementing complex clinical information systems in support of innovative Clinical Care and Biomedical Research.
Duties
Managing cross-functional teams responsible for delivering defined project outputs on time, within budget and with quality results.
Planning, organizing, monitoring and overseeing one or more projects to meet defined requirements or specifications.
Creating clear, complete, and timely project documentation using approved templates and systems.
Developing accurate and realistic workplans for all assigned projects and ensures daily process against those activities.
Developing measures of success at the start of the project and monitors progress toward completing those goals.
Working with leadership, sponsors, and control boards to ensure projects and changes are properly reviewed and approved.
Negotiating the performance of activities with team members and their managers in a matrix environment.
Managing and communicating a clear vision of the project objectives and motivates the team to achieve them.
Organizing the work to manageable activity clusters (phases) and determine an effective approach to completing the work.
Analyzing risks, establishing contingency plans, identifying trigger events, and planning mitigation activities.
Identifying and communicating problems and project issues, through to a satisfactory resolution.
Analyzing performance against the project plan and makes adjustments consistent with the plan objectives.
Purchasing contracts for IT services, equipment, products, supplies, property, or other items.
Ensuring all projects include appropriate testing strategies, plans, or scenarios.
Identifying standards or requirements for infrastructure configuration or change management.
Developing or implementing information systems security plans and procedures.
Ensuring appropriate product-related training and documentation are developed and made available to customers.
Requirements

Qualifications
In order to qualify for an IT Project Manager, GS-2210 position at the GS-13 level, you must possess:
IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector in the IT field or through performing the following types of tasks: 1. Planning and managing clinical and technical informatic IT projects; 2. Identifying and recommending IT process improvement initiatives in support of computer-based patient care systems; 3. Assisting in the development, implementation, and configuration of Information Technology (IT) clinical and technical informatic systems; and 4. Developing and monitoring IT project performance by use of metrics and key performance indicators to ensure timely delivery of quality IT products and services.
